4th yr elective in Nov

I'm a fourth year who recently discovered PM&R. However, due to crappy scheduling, I wasn't able to get my first PM&R elective until November. Therefore, I don't have any PM&R recs for ERAS. Can I apply to PM&R programs with primary care recs and then in November put in a rec from PM&R and still have an ice cube's chance in hell at getting a spot? Advice please!

yes you can, just get the ERAS apps in ASAP, and meet a PM&R doc and try to get a letter of rec ASAP.
