A good step 2 score after poor step 1

When they do the matches ... Which one counts in more .. Step 1 or Step 2?
And let's say I got a poor step 1 but a high step 2 do they overlook step 1 in that case?

Step 1 is more important, but having a good Step 2 with a poor step 1 looks better than a poor Step 2 with a poor step 1.
