Can someone explain why B is the correct answer? After reading through the passage, especially the last 2 paragraphs, I felt that the author wasn't too optimistic about training. Especially the last sentence of second to last paragraph "Although for a particular job....seldom transfer well to new requirements." From this, I felt that the author doesn't really think training is that worth it and that he believes schooling is an important irreplaceable aspect. So I chose C.

I think what's going on here is that in the sentence you mention, the author is making a specific subpoint about narrow training. So that sentence has more to do with what kind of training is valuable, not whether training is a good investment in general. That paragraph starts off with a sentence that claims "additional employer investment in training is needed now", which is a very clear statement of the author's overall attitude towards the usefulness of training, and provides specific support for choice B. This is an important trap to watch out for -- it's very common for select a wrong answer by mistaking a subpoint for a more major point, so it's definitely something to watch out for moving forward!
