After submitting the primary application, do I need to send my LORs to the schools immediately? Or maybe, I can wait until they ask for the letters? I have gone over the instruction, only asking me to check the information book. The information, however, doesn't show anything about when they need LORs. Any suggestions?

I think it is best that you wait until you receive confirmation from the schools saying they have received your secondary. That way you know they have a file on you and your LORs won't be tossed into the trash. Many people select schools on their primary but don't commit to completing the secondary, which is what the school really needs to begin considering you for an interview (in addition to LORs).

I know some schools screen applicants before sending them secondary applications. So I am thinking if it's better to send my LORs after submitting the primary application.

No amount of LORs will save you from that pre-secondary screen.
