Address a DrPH as 'Doctor"...

Shoukd one refer to a DrPH as "doctor" if "professor" is not an option?

Anyone with a phd is referred to as doctor [surname]

It's still a doctoral level degree, so they would technically be referred to as "doctor". However, I think with a DrPH, it's going to greatly refer to the situation since DrPH tend to work more in industry than academics.
 
Outside of professional conferences and classrooms--I don't think I've ever been called Doctor myself. Outside of joking, of course. But yes, a DrPH is every bit a doctor as a PhD is.
