AF FAP (Financial Assistance Program) when do you go to COTS?

Let's say that I sign up for FAP (Financial Assistance Program) during/before residency. When would I go to COTS (Commissioned Officer Training School)? From what I gather, I would serve 14 days/year active duty during residency, but it seems weird to be serving active duty before attending COTS.

I went to COT directly after residency training. You do get paid for 2 weeks of active duty yearly as if you were drilling however you do not go anywhere, you simply continue on in your residency program.

It's strange that they pay you for 2 weeks in addition to the scholarship when you're not doing anything directly military. Presumably it fulfills some bureaucratic requirement they have.
