Not a stupid question.
Answer: The needs of the Air Force outweigh the needs of the individual. You fill out a dream sheet and they send you where they need you. Sometimes they overlap. You have better luck on second tour after initial commitment is served. On the other hand you can be happy or you can be miserable at any assignment. Your attitude will determine that.
