Age restriction to finding residency for Foreign Graduates

Hey guys,
Somebody I work with told me that her uncle graduated from a foreign medical school, passed USMLE (or whatever test is required) in a 90th percentile but no residency would take him because he was over 40 years old.
Is there a problem for people who graduated from abroad to find residencies if they are over 40 years old?

Kind of..it’s like an unspoken rule: if you’re over 40/45...it limits your chances a lot.

More important than his age is the year of graduation from medical school. Many programs do not consider applicants who are 2/3/5 years out of medical school, whatever the reason. In addition to him being an FMG, which already puts you behind any AMG in most programs, it's not hard to imagine that he had difficulties, especially if he applied for a competitive residency.
