Is there anything to the recent rumor that Alaska may no longer be considered an OCONUS assignment when pertaining to length of tour? I received my information from someone I consider to be a credible source.

It is...but for some things, it isn't. What specifically are you wondering? I have orders for three years, but it is possible to milk it out to four.
