Albany's "Under consideration" Category

Does anyone know the chances of getting into albany off of the "under consideration" category. How many people have gotten in off the "under consideration" category so far?

My application was just considered complete (per the status page) after actually being complete for over 2 months (i.e. that I already sent in all of my paperwork and LORs). Is that the same as being under consideration?

There are three post-interview categories: accepted, under consideration and rejected. My interviewer said that most people get in off the under consideration category. But for some reason I don't believe this.
