So when I add up the oxidation and reduction half reactions to get the Eo value, I get H+ on the left side even though in the reaction 1 the passage provided, there is no H+ on the left side.

Is the H+ required to balance charges?

reaction 1 is acetoacetate + NADH -> beta hydroxybutyrate + NAD+

You are correct and they are wrong. Their mass balance doesn't quite work out for the equation they give. They're adding two protons to the substrate but only show one of them in the reaction given.
 
I got their 10-set and also noticed a couple minor errors here and there. Really read thru their answer choice explanations to figure out if its you or them.
