You legitimately bring diversity, and can honestly sell a persecuted minority immigrant experience, but if you're male, you're white male, so not racially URM. If your sex or gender identity is ambiguous, that also adds legitimate diversity, but should be something you're open to discussing in your interviews and be supported by relevant ECs if you want to go that route.
It was a difficulty because of the fall of the Soviet Union. However, I am still confused as to whether or not Kazakhstan, being an Asian country, would be considered an ORM.
I'm thinking the question is more in the racially Asian sense than in the technically geographically Asian sense, and you know Americans and our geography...

I was born in a former Soviet country, and my family history over the course of the Communism reign has been 'forgotten' as it was sometimes dangerous to mention who one was. It was never passed down.
I believe I may be from the Tartars/Turkic race, which I may put. However, there are several options I can put down (Indo-European, Uralic, etc.) as they are all speculative in the first place.
Furthermore, the account registration form for the AAMC is asking about the gender. Is it advantageous to put "decline to answer"? I am a male, and in North America I have learned what is called Affirmative Action, and if you are a white male, regardless of what your actual history is, you are put in a disadvantage. I would like to circumvent it if possible (as it seems to be so). What is the best option, and is Turkic/Gender-Unknown the best URM combination?

We all get it, you want an edge in this process. You are ORM because you fit the definition of ORM. While you can always check different boxes to tag your app as URM, once people actually read your app, any advantage gained will be lost and you will turn off many and harm your application.

You are ORM because you identify as Kazakh. Is that simple enough for you? I have given you the single authority on this, the AAMC's website on this topic. As previously stated, your case is not even remotely borderline.
Are you really having this much trouble comprehending or just didn't get the answer you wanted?
Because you are not from a systemically disadvantaged background that has a lack of representation in American medicine (e.g. racial minorities or LGBT identities). If you try and game the system by entering yourself as URM without any substantial background in either of these, upon showing up to an interview they will most likely find out that you were misleading (at best) or lying (at worst) on your application. You won't make it in that case.
Also, look at the URM posting from AAMC that mimelim shared, it will serve you well in this.

Race alone won't get you accepted or rejected from medical school. It's also about sooooo many other things, that we actually can control, so focus on those. I see you didn't ask any questions about if your EC, gpa or mcat are strong enough. But, you asking strangers to help you find your identity at this age is sure to make you seem the opposite of confident when it comes up at your interviews.

I didn't say he said it would. I just made a statement. It isn't the biggest factor in the admissions process and it won't be the factor that gets him rejected, assuming he can put an application together.
