Am I reapplicant at Albany secondary?

Hi Everybody,
I sent a primary application to albany last year and just didn't find time to finish their secondary. This year i applied again and received their secondary. Their first question is this but I am not sure if I fall in this category by the second question because I never got an interview/hold/acceptance/rejection letter. Thank you.

Yes, you are a reapplicant at the school if you designed them on your AMCAS application last time.
 
I suggest you should not admit that you never filled out the secondary last year, because in the adcom's minds you would seem less interested in their school. I would just check the box that says "applied, no interview". They probably do not remember your application from last year anyway, as they get so many. Even if they do, they probably don't have records of the fact you never sent back the secondary. I seriously doubt they keep any records from the past year's applicants. I would try and find something to say in the part that says, "What have you done since last year to improve upon your application?".
 
I have that same question because I marked it on my primary AMCAS without realizing that they would NOT take September MCATs last year. I emailed them to make sure, and they confirmed no mcats after august so I didn't even recieved a secondary.

Am I a reapplicant?
