in the Czech republic (EU, member state) there is the act on the protection of animals against crulty, in part one section 5 states that
1. nobody shall kill an animal without any reason
2. the reasons to kill an animal are the folowing:
there are 9 official reasons to killing an animal none of them explain explain the euthanesia of pets by vets that their owner just don't have the funds or the will to continue the life of the pet.
does any one know of any ligal explanation allowing the euthanesia of a pet in such cases?
 
Considering Europe, especially Eastern Europe is a bit behind the US in terms of animal welfare/cruelty laws, i'd say they are just working out the language.

Consider the complexity of law language, then the problems with translation from Czech to English, then the fact that we don't know the details of the law.

Perhaps the law has a dispensation fro Vets? Police?

I imagine there MUST be a provision in the "9" rules for the removal of stray animals. Perhaps an owner giving up their animal would simply make the animal a stray, and therefor allow the animal to be PTS. So many possible loopholes with the little bit we can see -

Czech legal system is a bit different then what we are used to (US), in the sense that they (apparently) outline what is ALLOWED, where we tend to outline what is NOT allowed.

We would never try and list every possible reason why it would be alright to kill an animal, instead we would try and list the reasons/way/intentions that are forbidden.

Finally, Czech being EU doesn't mean anything for the EU. A country can still make up its own laws, that doesn't mean it becomes an EU law just because one country has it.

EDIT: Specifically to your question, and I don't know about Czech, but isn't Euthanasia technically considered a treatment in some cases. Perhaps they don't view Euthanasia as killing, but as treating a condition (bit of legalize, but who knows)

EDIT#2: it would make sense that they would have a different opinion of Euthanasia, considering how much closer they are to China and everything
