For anomers, are beta always with -OH group UP on the anomeric carbon?

According to http://en.wikipedia.org/wiki/Anomer, the alpha α-L-arabinopyranose has the -OH group UP.

Members don't see this ad.
 
OH and the substituent on highest numbered carbon in the ring (probably CH2OH or CH2OPO3)

alpha: trans
beta: cis

For ex, if CH2OH is on top, then OH on top is cis
if CH2OH is on bottom, then OH on bottom is cis.
