You may want to tell your friend to contact profs at the University of Pennsylvania. It'll be great experience working there. Penn has an amazing neuroscience dept (through the biology, biological basis of behavior, cognitive neuroscience depts, and the medical school). The following is a directory of research jobs for undergrads, but many of the profs can also take on research assistants. Just select biomedical sciences (it's ok if it's still the 2003 directory -- just tell your friend to contact the researchers directly). Good luck.

There are countless labs at Penn looking for technicians. Tell him to spice up his resume and send it out to a bunch of PI's. He should get plenty of responses, especially with a science bachelor degree.

If he's particularly interested in neuroscience, the Center for Neurodegenerative Diseases at Hospital of Penn is very large and always in need of a lab tech.
