It's not clear the OP is applying to IM.
That said, yes, someone out there undoubtedly has gotten an interview with a CS failure. They probably have other mitigating factors like high step 1/2 CK, strong research background, etc and passed CS on the second attempt (not 3rd or 4th). So whether you have those kinds of mitigating factors should give you an idea of whether you still have a shot.
