here is my situation:

I am a dentist in San Antonio. I have applied for the Army Reserve.
I have completed the application and MEPS and it has been submitted to the Direct Commissioning Board ( the results of the Board are still pending). My background check is clean.

The recruiter recently contacted me saying the my APMC was disapproved, and they are getting me a spot in San Antonio

a. What does APMC disapproval mean?
b. Does this decrease or have no effect in the commissioning?
c. How long does the Board generally take to make decisions about the applications? The deadline was Feb 7, 2017

Please let me know if you have any insights

I would guess that you're looking to stay in San Antonio, right? In my pretty uneducated opinion, this sounds like whatever effort was underway to assign you elsewhere didn't work. That could be intentional because it's what you want. On the other hand, if you were hoping to go elsewhere, it failed so they're keeping you local.
