i am getting a lot of rejection letters from programs stating that they will keep my application on file if anything changes. does this really happen and can i actually get an interview even though initially rejected because of this?
 
They are trying to be polite. You are not going to get interviews from them. if they were interested but "all interview slots were full" (which would be atypical this early in the process), they would tell you that you're on a waitlist.
 
Here is a direct example....:

Dear Applicant:

Thank you for your interest in the xxxx Residency Program at
xxxxx Medical Center. The Residency Selection Committee has reviewed your
file and decided not to request an interview at this time. If your
application is reconsidered, you will be contacted immediately.

Again, thank you for your interest, and best of luck in your pursuit of
further training in xxxx.


....as if they're going to possibly reconsider after deciding not to....

what do you think about that? is this a resounding polite no?

Correct. An overly polite and misleading "no" IMHO. Simply because it falsely keeps your hopes up.
 
But your profile says you're already a resident ?
Are you applying to advanced ?

when I applied to med school and received a letter with that line in it, I never heard from them again. Doesn't matter what the rest of it says.

They're letting you down easy. Sorry.
 
It's a rejection with a tiny amount of wiggle room. The program is reserving the right to revisit your application if they have a massive wave of cancellations and need to delve further into the applicant pool in order to fill interview slots. You'll be safer if you consider it a full rejection and be happily surprised if you hear from the program after all. But you'll also know your true status if you do hear from them: you aren't someone they intended to interview so you'll have to really shine and impress them if you do get the opportunity.
