Add UConn and UCSF. Add a private school while you're at it, just in case. Apply to HPSP now because the military route is becoming more and more financially attractive. VCU increased its tuition by about $3K this year and it probably will rise again during the next few years. Fixed-cost (tuition + fees) is teetering around $41K/year. At this point, HPSP is definitely worth it even for a state school like VCU.
 
Thank you for your response! I'm just curious the reasoning to add these two very expensive schools, especially considering I wouldn't know if I was awarded a HPSP scholarship until march, long after I committed to another school?

UConn is very affordable because you get "cheap" in-state tuition after the first-year. You get in-state tuition at UCSF after the first year as well but UCSF is still very costly (not as costly as private). I would say UCSF's cost is midway between that of other state schools and private schools. If you don't get into an affordable state school and get stuck with a private school, you will want an option (HPSP) that will rescue you from $400K in loans by the time you graduate. Even with your most affordable option (VCU), HPSP dentist still comes out financially ahead of a typical-to-lucky VCU newly grad (see my past posts in the military forum).
