You have seen the PGY2 LOI from previous years right? You probably have access to a more current version in MODS. http://www.mods.army.mil/medicaleducation/userlogon/PGY2GMEAnnouncement_2014.pdf Take a look at paragraphs 1d, 2b, and 3. The Chief, GME Division contact information is in that link though it should also be listed in MODS.
