applying for state residency to get in-state tuition

so do a lot of people do this? i know it's different for every state, but how difficult is it to get residency? are there policies against this? any help would be greatly appreciated. thanks!

I am not sure how true this would be for dental but for my undergrad we were told that you could not be a resident of the new state if your purpose for living there was just to go to school....again not sure if this applies everywhere.....

Some schools do not allow you to achieve instate tuition if you apply as an out of state (Indiana, Michigan, Minnesota, etc....).
 
apparently this is easily done in the state of New York
