Applying late to FM as OB/GYN candidate?

This OB/GYN cycle is brutal, rumor is that apparently 2500 people have applied for 1300 spots. I have very few interviews at this point, and am considering also applying now to FM programs that have a heavy OB component in their training.

Question #1: Is it too late this cycle?
Question #2: Would I need brand new LORs? Or can I explain my situation in my PS?
