applying out of state advice

I am a Missouri resident but I really want to go to Medical University of South Carolina in Charleston because that is where I want to live permanently. The problem is that MUSC only takes about 15 OOS applicants. I thought about getting residency in South Carolina, but I am not a strong applicant and Missouri has more medical schools than South Carolina, so I figure I have a better chance of getting into medical school as a resident of Missouri.

I guess my question is, is there some place on my application that I should say that I want to move to South Carolina permanently? What would make me a stronger OOS applicant?

There will probably be a place for this on the MUSC secondary. Something like a "why musc?" question. Check out this years thread to see whats in the secondary. How far off are you from their averages?
 
You need to convey a legitimate interest in the school. Ties to the area etc. could be useful. The school needs to feel confident that if admitted you will attend, since they don't want to waste OoS interview slots/acceptances.

But your file has to make you sufficiently competitive for any of that to matter.
