Applying to Texas Dental Schools OOS...

From what I understand on their website,
this is what they say:

We do encourage applicants to have as complete a file as possible by the deadline. The Dental Admissions Committee will not begin reviewing out-of-state applications until after the deadline and will only review complete applications.

am I to understand that this basically means that it is not rolling for out of state applicants? This is pertaining to Baylor. So if that's the case, how can it be too late to apply to Texas schools for out of state applicants if they won't even review the applications until after the deadline (September 30th)? I only assume it's too late because I saw some people saying this in another thread. Then again, that dude was applying as a texas resident so I'm not sure if that changes anything.

Texas is probably the worse for OOS students. Last year the stats for enrolled students was 10 for Baylor, 5 for SA and 1 for Houston. Unless you have like incredible stats and have a connection to Texas schools somehow, you probably are throwing money at them if you apply. Texas also has a different application system which you have to apply separately from other schools, maybe they have a different deadline than the regular one?
 
No for out of state applicants the procedures are different. We don't apply through TMDSAS if we applied through AADSAS. Once we appy through AADSAS, then we have to fill out their Secondary before filling out a separate BCD primary application. I've done the secondary and I'm working on the primary. But the instructions I pasted above were specifically for out of state applicants. They were referring to the BCD primary application that must be done before Sept. 30th. So I think that we don't actually get reviewed until after Sept. 30th? So it must be non-rolling. But still, I can't help but think I'm missing something here.

And yea I know the numbers are bad. But honestly, if there's any chance I have, I'm taking it. I don't care about the money I spend for it. I don't think I have incredible stats (3.8 GPA 24 AA) but I'm really counting my stars here. Also, I made sure to apply to San Antonio and Baylor ONLY--not Houston. I looked up the ADEA figures and Houston realllly hates OOS so I stayed away but the other two are the best shots I've got.

Nope, you're right. They won't look at your application until after the deadline. I received my interview invitation the first week of October for late November. Didn't end up getting in, but good luck!

Also, for the section on "Giving a brief statement about yourself", they allow the option of just copying the AADSAS essay (PS) into the Primary Application. Should I do that? Would that hurt my chances of being unoriginal or something?

I used the same essay as in AADSAS. I don't think it really matters.
 
If a ps is good, adding a carbon copy should double the value.
