Applying to UW-Madison as an OOS?

With strong ECs, is it worth applying to UW-Madison as an OOS with a 3.6 / 515?

Also, is there any particular focus or mission they are known for?

On MSAR, OOS matriculatants make up 26% of the class.

They are known for public health. I'm guessing many of the OOS are from surrounding states/those with ties to Wisconsin. I'd only apply if your application is public health-related or if you have ties to Wisconsin in your application.
