The requirements are by matriculation not by application. People often apply to places requiring biochem without having taken it, and then upon acceptance enroll in a summer biochem course (often online) to have it checked off before they start school.
Theoretically it would work the same here, and you'd be fine applying without Ochem II and then taking it during Senior year or over summer. However, obvious dodges are obvious, so if you got a poor grade in Ochem I and then for no apparent reason postpone Ochem II you'll probably be spotted and asked about it.
