Right, 3.8 is just "ok". And I'm assuming his "average" DAT score is a 25. No, he needs E/C to show some altruism and community awareness. He can forget getting accepted without E/C, but I'm sure there'll be some who disagree.
Considering that ECs include pretty much anything you do relatively regularly outside of class, I can't really imagine how someone could have zero ECs. I mean, how would one pass the time? Would they have any passions/interests other than wasting time? Dental schools would not want to accept someone who spent thousand of hours playing video games and studying, without a good reason.
