Not in most states for the same reason that you can't incidentally be practicing in another state unless licensed short of an emergent situation. Most will forgive (ignore) a refill (not original) for a non-control one-time mail out of state, but otherwise, you have to have an out-of-state pharmacy license to have any business done in the state. For controls, that's trickier as the DEA license for most pharmacies do not permit interstate mailing without the distributor endorsement (see Pharmacist Manual for the details). Exception that I know is AZ, which will definitely cite an out-of-state pharmacy for mailing into AZ without a out-of-state pharmacy license even once.
The DC triangle with Virginia makes it hell as we have patients who fill in VA then want it sent to an MD address (or start in DC and go to either state and vice-versa). There's a reciprocity of credentials in effect between the District and the two states as well (the pharmacy still pays the fee for non-residents, but there does not need to be a certified inspection by the local state board prior to the non-resident permit issuing).
