Are these 200 level anat, physio, genetics courses upper level?

I believed anatomy, physiology, and genetics were considered upper level courses. However, they are 200 level courses at my university. They are difficult courses and the professors comment that they should be 300 level courses, but for some reason they are 200 level.

Regardless, a dean at VCU told me that they are not considered upper level since they are 200 level courses. Does this mean that they courses are virtually worthless on my application? Under the recommended courses, when a school lists anatomy, physiology, genetics, etc, do all schools require that they are 300 level courses? Right now only my biochem course is 300 level. I will have one more 300 level course complete in Dec, and another in May.

Do applicants need to have several 300-400 level courses to be competitive?

as long as you do well in the prerequisites and complete them before you matriculate, they dgaf what other classes you take. Upper division science courses (300&400 level) are only recommended if you did sh1tty in your prerequisites.
 
Thanks @DocDoom. I was not too concerned before, as I have a great GPA and good DAT scores. But when VCU mentioned that upper level is only 300 and above, I started doubting big time. VCU is on my list, but I have a lot more too.

Do people really get in without a bunch of 300 and 400 level recommended courses? I have a lot of recommended courses (anatomy, physiology, genetics), but they are all 200 level (highest level I could take at my school). Only my biochem was 300 level. I have A's in all science courses. GPA: 3.98. DAT: 23/23. Several hundred hours of volunteering and shadowing.
