Are you considered a resident for tuition purposes from D2 onwards?

For those of you who went to an out of state school, are you now considered as a resident for tuition purposes from D2 onwards?

I remember asking the representative from UCSF about this during a school fair, and he said that most likely you would be considered a resident after the first year. But it sounded like he wasn't too sure of his own answer, and I'm not sure if it varies from state to state.
 
Pretty sure you can in qualify for in state in Cali after 1 year. A few of my freinds have done this. Other states, like PA are not as accomdating.
