There are child care centers on the bases. I can tell you that most Army dentists live off the base. Whether you use ones on base or off base is your choice. I am sure part of your decision will be based on availability - whether or not there are any openings.
I have had friends use them. They have thought they were fine. I can't give you any more detailed feedback though...sorry.
