Does anyone have advice regarding the Army's Health Professions Scholarship Program? - paid tuition, fees, $1300 monthly stipend, but required 8 years working for army medicine after residency.

I am not sure you have all of your facts. As a rule, there are few who owe 8 years after residency. The typical for those who go straight through residency (as many in the Army do) is 4 years. The exceptions are residencies with longer training periods. Surgery can be as long as 6 years if you do a research year. Neurosurg can be 6-7 years, but as I said these are the exceptions. Most residencies are 3-4 years.
The 8 years probably comes from the 4 years active duty requirment and the 4 years in the individual ready reserve (IRR) As stated in other posts the IRR comittment clock is 8 years total service and starts the day you begin active duty. If you do your residency in the civilian sector prior to payback then you would not be free and clear for 8 years, but only 4 of that is on active duty. I will temper that statement with the fact that the Army has indeed activated IRR personnel in the past few years, but that is not a guarantee you would be doing that.
