If person A is an author on chaper 7 of the first edition of the book, are they required to be on the second edition if they don't work on updating the chapter?

Surely they must be re-written chapters then? People aren't going in, adding a paragraph and then listing themselves as the sole chapter author in place of the original author?
I thought that they would have to be listed but i saw one where it was completely different and was confused,

It will depend upon the degree of contribution to the new chapter.
If the chapter is pretty much untouched in the 2nd ed, then I'd expect the authorship to be unchanged. But the OP asked if they would be required to be listed. The book authors are under no requirement to do anything.
