I understand what you're saying an its probably true, but you would almost think the opposite would be true. They would want to offer really good scholarships to qualified applicants to attract a better class if students, otherwise, most new schools have really bad stats, typically. A gas station just opened up down the street, and they've given away so much free stuff in the last two weeks its ridiculous. They are taking a loss so that you see how nice it is, etc etc. I can only imagine the same strategy would work in school admissions, but who knows.
