Planning on taking the GRE in the fall what book do I need to study? Also do I need to register for the GRE general test?

Whatever the book is, it will give you only about 3 practice tests. Taking/reviewing more tests will prepare you better I believe. You can take GRE books (not the newest, but that should not matter) with practice tests in a public library and go through as many tests as possible. That may be better than any $200 book and will not cost you anything.
