Not really relevant, but I did want to point out a possible typo to make sure my reading comprehension is ok.

Approximately 6% of the 8% of all males who are color-blind have a deutan defect. The remaining 2% have a protan defect.

So what about the remaining 92% of those 8% who are color blind? I think know the sentence is trying to say that 6% of all males have a deutan defect and 2% of all males have a protan defect, which means that 8% of all males are color blind. But that's not what the sentence is saying, right?
 
Like you are saying, I would assume it means out of the population of all males:
- 8% of males are colorblind
+ 75% of that 8% have a deutan defect, or in other words, 6% of all males are color blind and have a deutan defect
+ 25% of that 8% have a protan defect, or 2% of all males are color blind and have a protan defect
But yes, I would say the sentence is either a typo, or at best, worded ambiguously.
