I was told a while back that the board meets every year to approve the stipend amount for HPSP recipients. Do you guys think that the recent budget cuts could affect the amount of the stipend? I wouldn't think it would, but I saw that they were going to cut tuition assistance for others in the service.

I saw a much stricter policy of reimbursements for school supplies enacted about 1-2 years ago in dental school. They gave us a cost data worksheet with only specific things they would cover. Unfortunately the list was so archaic that very little of the list matched the current laboratory supplies needed in dental school. Thankfully I didnt need more at that point. Previously, they had accepted nearly everything I had reported for supplies (except a loop light) without much question, as long as the school certified that I needed it.

I dont thing the stipend would go down, but I could potentially see the % increase in stipend from year to year decreased with tighter budgets. However, this is pure speculation on my part...
 
Stipend is 'sanctioned' by United States Code (law) Title 10 which states:

(d) Except when serving on active duty pursuant to subsection (c), a member of the program shall be entitled to a stipend at a monthly rate established by the Secretary of Defense, but not to exceed a total of $30,000 per year. The maximum annual amount of the stipend shall be increased annually by the Secretary of Defense effective on July 1 of each year by an amount (rounded to the next highest multiple of $1) equal to—
(1) the amount of such stipend (as previously adjusted (if at all)), multiplied by
(2) the overall percentage of the adjustment (if such adjustment is an increase) in the rates of basic pay for members of the uniformed services made effective for the fiscal year in which the school year ends.


So, if the active duty force does not receive an increase in base pay, stipend will remain the same. However, there are a few other ways that HPSP may be affected. Specifically travel for ADT. As of 0740 12 March 2013, it is business as usual. However, this is the military and things may change.

Stipend is tied to 75% of O-1 salary, so unless active duty pay goes down you will not see a change.

You could see the $20k sign on bonus go away for future years.
