call schedules gone to hell

if you match at an unopposed program with 10 slots a year with an estimated call schedule of q5 but in the match only 3 slots fill, does the call schedule begin to stink and go to q2 or something? how is that handled?
 
hopefully not.

according to the new ACGME work hour rules, call cannot happen more frequently than 1 in 3, for all specialties, including FP. with a match of 3, you could be q3 in the year. The more likely scenario, however, is that your program will find people outside of the match to take up those missing seven spots.

Alternatively, they'll have to come up with creative scheduling, utilizing r2s and r3s...sure it'll make them bad to do extra work, but ya gotta have coverage...
