Can all cardiomyopathies cause pulmonary and systemic congestion?

I'm studying the cardiomyopathies (dilated, hypertrophic, restrictive). Can they eventually all cause pulmonary congestion with dyspnea and systemic congestion with symptoms such as jugular venous distension?
