Can E2 reactions run in H2O if the base is week?

Dat destroyer ochem question number 36 says the answer is E2 and not E1... pretty confused here.

EDIT: I mean weak... been studying since ten... brain is goin bye bye lol

Sodium Amide is a a strong base so it will readily react with the H and Br (dehydrohalogenation) but since 3 moles of NaNH2 are used, it will react with both, to yield the alkyne.
 
I didn't know NaNH2 was a strong Base... arg. so E2 can occur as long as there is a strong base... even in a protic solvent?
