Can I send more than three letters?

I'm applying for anesthesiology residency positions, and I have a question about letters. The application requirements listed on most program webpages state that they require three letters of recommendation. I am not sure whether to interpret this as a minimum of three letters or a strict requirement that we send only three letters. Ordinarily, this wouldn't matter and I would just send three, but I have four letters that I want to send. Two of them are from attendings who have worked with me clinically, one is from an attending who knows me personally and can shed light on my extracurriculuar activities, and one is from an illustrious faculty member who doesn't know me that well but would have significant name recognition at other programs. I feel that each of these letters adds something to my application, so I would really like to include them all, but I don't want to be faulted for seeming unable to follow instructions. Any thoughts or advice?

Send the four letters. I was in the same situation last year and it did not affect my application.
