Theoretically..

USMLE Step 1: 220's
COMLEX Level 1 and Level 2: 550+
USMLE Step 2: Fail (200s)

Could this person still match into IM.. anywhere? DO, ACGME, rural North Dakota, etc.

Also since every DO program this year will have initial ACGME accreditation, I must report both scores to every program, correct?

Of course you can still match. University programs in desirable locations like CA will probably be out, but you can probably find something in a less desirable city or by going into a community program.

You can match, but a Step 2 Failure as a DO makes ACGME IM an unlikely goal to unless you're willing to look at low-tier community programmes.

I'm not sure you have to report your USMLE scores to AOA programs? I know in the past, applicants weren't required to report USMLE scores unless they participated in the NRMP, but a quick google search isn't bringing up more recent rules on this matter.

IM has a very wide range of programs available. I wouldn't say lower tier community is the only thing open. That's typically for FMG/IMG

You don't think being a non-LCME applicant with a board failure on your CV makes you a less desirable applicant than an IMG/FMG?

It depends on the IMG/FMG, but I don't think it's across the board. I've heard enough stories of people failing stuff and then having good sub-i's matching into places to get a feel it's not a lethal stab. This is IM we are talking about. It's not like trying to match Ortho or even less competitive fields like anesthesia.
