Can I submit my LORs after my application?

I am currently trying to apply for this cycle. I had agreements for 4 letters of recommendations (2 science and 2 others) but one of my letter writers flaked on me (a science professor I got to agree in March). I have gotten another one my professors to agree to write me a letter, but he says it will be done mid July. Is it possible to either submit my application without the letters or the three I have right now?

Getting them in by August is still considered relatively early. Getting it in mid July shouldn't cripple you much if at all.
