I'm currently in a CSU system. However, since my school does budget cut, it then decides not to allow undergrates take more than 16 units/sem(which is ridiculous!). So I wonder if I could take some non-prereq science classes like history, political science, critical thinking at CC. Does it gonna hurt my application? I aim to top 20's schools though. Any help would be appreciated.

Should be OK. Be careful with transferring CC credits. Many colleges have a maximum credit cap that they allow from outside institutions. Also, transferred credits sometimes don't apply to general education or major requirements for graduation. Talk with your school counselor first.

It won't hurt your chances. Many pre meds start at a community college before transferring to a 4year university.

Taking non-premed reqs at a CC should be fine. Obviously, you should aim for A's in all of them. No point in making your GPA suffer because of a few stupid classes that you could've avoided. Also important: like another poster mentioned, check with your school's policy about transferring the credits beforehand.
