Can you write on PDF file?

I just downloaded UNLV secondary app and for some reason, I can't type in there. I really want to type it first and print it out because it looks more neat and pretty. 🙂
Does anyone know how to write on it cuz I've been trying to click on it but I can't figure out how to write on it--

If they don't have it formatted to where you can type, then you will have to print it out and write with a pink pen and be sure to replace dots on the i and j with a heart.

You need a program like Adobe Acrobat (not the reader, the full program) to edit PDFs.
