Can your Dean refuse to help you if you have debt to your school?

I thought Deans had nothing to do with student's financial obligation.
Registrar / Student Accounts etc. - those people can put finance related holds on a student's account, however.
But, what I'm asking the Dean to do - there is no hold prohibiting it.

this is where you are wrong. A dean has a duty towards pretty much every aspect of the school.
 
What are you asking him to do exactly? If it is writing a LOR, I doubt he would write a good one considering you haven't paid your school bills.
 
The Dean's help is the least of your concerns...good luck getting into med school without transcripts or a diploma!

These were my thoughts.

Also, the dean is an employee of the school so angldrps is right, they have everything to do with what the school wants or tells them they are able to do.

You're basically expecting the school to provide you services (LORs, transcripts, etc.) while you're avoiding paying your loans back? Good luck with that. As others mentioned, even if you get the letter that's the least of your worries.
