Canadian applicant. Help!!!

I know some american schools treats canadian applicants as out-of-state applicants and therefore known to accept canadians. However, don't we still have to have higher GPA then other out-of-state americans who hold citizenship? Or is it absolutely the same?
Also, how successful and common is the out-of-state application among americans?
 
there's a big difference here in america, in that many of our schools are private. this means they couldn't care less what state you're from.
 
There are 3 types of schools:

1. THose that don't consider international students at all (majority of the school, most state schools)

2. Those that consider international students, but hold them at higher standard (Most of the remaining schools, mostly private schools)

3. Those that consider international students, and treat them the same as U.S. citizens (very few schools)

Only apply to those that consider international students, and this can usually be found by looking at the % of international students at each school, on U.S. News' graduate school ranking site, or elsewhere.
