What are the international quotas in American Optometryschools? Do Canadians compete with other international students or do they compete with Americans as well? Also, can OAC English be used as a substitute for the prerequisite?

You are competing with everyone. American private optometry schools look at you as any other students. OAC english is equivalent to AP english here in US, so the answer is 'NO', you cannot use that as your prerequisite. It has to be university level english class.
 
Actually, I number of US Optometry schools will accept OAC English in lieu of a full year at university.

THe ones I know of are PCO, SUNY, ICO, NECO, and MCO. If you choose to use OAC to fill the requirements you will have to submit your high school transcript as well. If in doubt, ask the admissions office. Also, SUNY will also take OAC Calculus in place of their university requirement!
