Canadian vs US applicants

This questions stems from what seems to be contradictory statements from predents which i want to bring to light.

Are Canadian applicants expected to be more competitive than american applicants to gain acceptance? Like if a 3.3 is considered competitive according to BU website, is a Canadian applicants' GPA need be higher to be considered competitive (at BU)? They say they are a private institution and don't discriminate between the two, but on SDN i get the opposite vibe.
